Uber and Zipcars the latest to link up

Another day, another Uber link up. On the back of Uber opting to remove their sub-prime leasing market in the U.S, here in the UK,  specifically in London, Uber have now linked up with Zipcars, allowing its employees/partners to access vehicles within certain areas of London to operate as PHVs. This brings numerous questions to the fore regarding licensing and insurance.
