Dual taxi and private hire badge holder loses licence for refusing to let female passenger out of hi

An Ash dual hackney carriage and private hire licence holder has lost an appeal to get his badge returned after the council revoked it for aggressive behaviour. 

The 51-year-old driver appeared at Aldershot Magistrates Court on Friday 29 July, where he appealed the decision by Rushmoor Borough Council, but was unsuccessful.

The decision was made in March to revoke his licence after an incident which occurred in January where he became aggressive towards a passenger and refused to let her get out of the vehicle.

The court heard that the council based their decision on the grounds of public safety.  It was heard, after picking up the female passenger, the driver failed to put his meter on which led to a dispute over the cost of the fare. The court heard how he then became verbally aggressive and refused to let her out of the vehicle immediately. The driver had been the subject of a number of other complaints in 2018 and was issued a final warning by the council in December of that year. 

As reported in the Eagle Radio, voice recordings were played in court, including a phone call from the passenger to the booking operator immediately after the incident where she could be heard to be in some distress.  Listening to all evidence, the magistrates backed the council's decision to revoke his licence, saying that he was clearly not a fit and proper person to hold a licence, therefore dismissing the appeal. 

Councillor Maurice Sheehan, Rushmoor Borough Council’s Cabinet member for Operational Services, said: “We hope this decision reinforces the message that we expect high standards of behaviour from our taxi drivers. "Anyone who treats passengers in this fashion deserves to have their licence ripped up.”

The driver was also ordered to pay Rushmoor Borough Council's £1,500 legal costs.
