Liverpool City Council licensing officers have taken enforcement action after discovering a private hire vehicle (PHV) displaying a licence plate that had expired more than seven weeks earlier.

The vehicle was checked on 9 October 2026 and was found displaying a Knowsley Metropolitan Borough Council private hire plate showing an expiry date of 19 August 2026.

The plate was therefore 51 days beyond its displayed expiry date when Liverpool enforcement officers carried out their inspection.

Liverpool City Council’s licensing team confirmed that the vehicle itself remained licensed, but action was taken over the continued display of the expired plate.

In a statement published, LCC Licensing said: “Another PHV checked displaying an expired licence plate! This PHV plate shows an expiry date of 19 August 2026, yet the vehicle was still displaying it on 9 Oct 2026. The PHV was licensed, enforcement action taken.”

An accompanying photograph showed the Knowsley-issued plate attached to a blue Hyundai Ioniq Premium, licensed to carry four passengers. The displayed expiry date was clearly visible.

The council has not disclosed the nature of the enforcement action or whether the driver was issued with a formal warning, fixed penalty or other sanction.

The incident highlights questions about the management and display of vehicle licensing identification, particularly where private hire vehicles operate across neighbouring local authority boundaries.

Private hire vehicles are permitted to undertake pre-booked journeys outside the district in which they are licensed, subject to the applicable licensing arrangements. However, drivers and proprietors must continue to comply with the conditions imposed by their issuing authority.

Vehicle licence plates provide an important means of identification for enforcement officers and passengers, allowing them to identify the licensing authority responsible for a particular vehicle.
