Applicant’s “lack of care and willingness” to speed when under pressure sees taxi licence denied

A taxi/private hire driver’s licence has been denied to an applicant by South Holland District Council on the grounds that they are not deemed fit-and-proper due to previous motoring offences.


Previous speeding offences caused concerns for the council’s licensing committee, who make the final decision whether or not to grant a licence to an applicant.

On this occasion, the unnamed applicant was denied a licence, with Councillor J Tyrrell Chairman of the panel saying: “The panel is concerned by the applicant’s lack of care and willingness to break the speed limit when under time pressure.


”And while they gave the panel assurances that this will not happen again, there is no guarantee of this. The panel is concerned by their disregard for public safety.”

The panel concluded that based on the above, the applicant could not be deemed fit-and-proper to hold a hackney carriage taxi or private hire driver’s licence, therefore refused the application.


An appeal could now be launched by the applicant if they feel the council’s decision was wrong, but this would now have to be applied for through a Magistrates’ Court.
