CROSS-BORDER CHECKS: Two Wolverhampton PHVs suspended in Manchester after night of checks

Compliance officers from the City of Wolverhampton Council joined forces with Greater Manchester Police in Manchester city centre on Friday night to inspect private hire vehicles operating in the area.
Fourteen vehicles licensed by the City of Wolverhampton Council were stopped and examined during the operation.
Of the vehicles checked, two licences were immediately suspended. One vehicle was found to have an illegal tyre, while the other had faulty bulbs and an active engine management warning light. Both issues raised safety concerns that warranted their immediate suspension.
The operation highlights the complexities of cross-border hire regulations in England. Under current laws, private hire drivers and vehicles can legally operate outside the area where their licence was issued, provided the journey is pre-booked. This means a driver licensed by one council can work in a completely different local authority area, as long as they adhere to licensing conditions.
The practice continues to spark debate within the industry. Supporters argue it offers flexibility for drivers and customers, while critics raise concerns about enforcement challenges and inconsistent standards between licensing authorities.
A City of Wolverhampton Council Public Protection spokesperson said: “Last night, Compliance Officers worked with Greater Manchester Police Traffic in Manchester City Centre.
“14 City of Wolverhampton Council vehicles checked, two had their licences suspended. One for an illegal tyre and one for bulbs out/engine management light on.”
