How are police and authorities enforcing taxi and private hire seatbelt laws?

In recent years, UK authorities have intensified efforts to enforce seatbelt compliance in and outside of the taxi and private hire vehicle (PHV) industry. These measures aim to enhance passenger safety and ensure adherence to legal standards.


In December 2024, North Yorkshire Police conducted a comprehensive safety operation in Harrogate, inspecting taxis and PHVs ahead of the festive season. Officers checked vehicle conditions and monitored compliance with seatbelt regulations, issuing penalties for those not complying.

Similarly, in November 2024, PC Patrick Quinton, known as ‘Taxi Cop’ from Avon and Somerset Police, carried out enforcement activities focusing on seatbelt compliance among taxi and PHV drivers. During a night shift, he issued multiple penalties, including one for a seatbelt offence, highlighting the ongoing vigilance of authorities in this area.


Implementation of AI-Powered Surveillance


To bolster enforcement, authorities have introduced advanced technologies. In September 2024, Greater Manchester authorities deployed AI-equipped cameras capable of detecting seatbelt violations among drivers, including those in the taxi and PHV sectors. These cameras capture high-resolution images of passing vehicles, enabling the identification of seatbelt offences. The initiative aims to reduce dangerous driving practices and enhance road safety.

Educational Initiatives and Awareness Campaigns


Beyond enforcement, authorities have engaged in educational efforts to improve compliance. Officers like PC Quinton have provided detailed information sheets explaining the legalities surrounding seatbelt usage within licensed vehicles, drawing upon the Road Traffic Act 1988 and subsequent regulations. These initiatives aim to inform drivers and operators about their legal obligations and the importance of seatbelt use within the taxi industry.


Through a combination of targeted enforcement operations, technological advancements, and educational initiatives, authorities continue to address seatbelt compliance within the taxi and PHV industry.
