A driver previously penalised for using a mobile phone at the wheel on the M25 has been summoned to court after being stopped again by roads policing officers in Surrey for eating at the wheel.
Surrey RoadSafe confirmed that Vanguard RST officers initially caught the motorist using his mobile phone on the M25 as part of Operation Tramline in February last year. On that occasion, he received six penalty points and a £200 fine.
According to the force, the same driver was stopped again during a subsequent Operation Tramline deployment. This time, officers reported that he had both hands off the steering wheel while eating.
Surrey RoadSafe said the man has now been summoned to court and faces potential disqualification. No further details about the court date or the driver’s identity have been released.

Operation Tramline is a national roads policing initiative aimed at detecting unsafe driving behaviours, including mobile phone use and failure to maintain proper control of a vehicle. Officers often use elevated HGV cabs to gain a clearer view into passing vehicles, allowing them to identify offences that may not be visible from standard patrol cars.
Surrey RoadSafe continues to run targeted enforcement activity across major routes including the M25, focusing on behaviours that contribute to collisions and serious injuries. The latest case highlights the financial and legal risks drivers face if they fail to comply with road traffic laws.
