London taxi driver appointed to TfL Board by Mayor of London

A licensed London taxi driver has been appointed to the Transport for London (TfL) Board, following a nomination from the Trades Union Congress (TUC).
Jim Kelly, a cab driver since 1987, joins the Board as part of a group of new members selected by the Mayor of London, Sadiq Khan. Kelly is also Chair of the London & Eastern branch of Unite the union, a position he has held for 14 years.
His appointment comes as part of a wider refresh of the TfL Board, which began in 2024. Kelly’s term will run until September 2028. His experience spans both taxi and bus sectors, having worked on campaigns aimed at improving working conditions across the transport workforce.
Kelly also serves on the Executive Council of the London Eastern & Southeast TUC, where he has held the role of President. His new role on the TfL Board will see him contribute to decisions affecting London’s transport system, including oversight of the Mayor’s Transport Strategy, TfL’s business plan and its budget.
This move is seen as bringing a working driver’s perspective to a board more commonly occupied by senior executives, policy experts and finance professionals.
The Mayor has also confirmed that Professor Greg Clark CBE and Anne McMeel will step down from the Board in July 2025 after more than eight years. They will be replaced by Carolyn Dwyer and Mike O’Donnell, who bring experience in finance and commercial development.

I am grateful for the significant contribution of Professor Greg Clark CBE and Anne McMeel, who will be stepping down on 21 July after over eight years on the Board.
