Luton private hire drivers gain wider choice of vehicles as rear tint rules ease

Luton Borough Council’s revised rules take effect on Sunday 1 November 2026, allowing darker factory-fitted glass in private hire vehicle windows behind the B-pillar, including rear passenger windows and the rear windscreen.
The change relaxes the council’s previous requirements, which generally required at least 70% visible light transmission through windows other than the windscreen. The revised private hire threshold is in line with Department for Transport best practice guidance for windows behind the B-pillar.
Hackney carriages will continue to face a stricter standard: their windows behind the B-pillar must allow at least 70% of visible light through. The council has therefore set different rear-window requirements for its two licensed vehicle categories.
Front-window rules are unchanged. Windscreens must transmit at least 75% of visible light, while front side windows must allow at least 70%.
The relaxation applies only to factory-fitted glass. Aftermarket tint films and window tint kits remain prohibited on all licensed vehicles, so proprietors cannot use the change to justify adding tint after purchase.
Luton advises vehicle proprietors to check manufacturers’ specifications or use a specialist digital tint meter before presenting a vehicle for licensing inspection. A vehicle with factory-fitted privacy glass must still meet the revised threshold to qualify.
The change could widen the range of production vehicles available to private hire operators and drivers, particularly models supplied with darker rear privacy glass. It may also reduce the need to replace factory-fitted windows when preparing vehicles for licensed work. The council has not estimated how many additional vehicles could qualify or the potential savings.
The Department for Transport’s best practice guidance recommends accepting vehicles with at least 30% visible light transmission through windows behind the B-pillar. The Government reached that position after considering consultation responses on passenger confidence, safeguarding and the cost of replacing factory-fitted glass.
Luton’s revised policy brings the private hire rear-window threshold into line with that guidance while retaining the higher standard for hackney carriages. For private hire proprietors, the practical change is greater flexibility when choosing vehicles with factory-fitted privacy glass; retrospective tinting remains prohibited.
