Private hire vehicle driver fined and penalised for plying-for-hire in Bath

A Private Hire Vehicle (PHV) driver has been penalised for illegally operating in Bath, with authorities imposing a £1,117 fine and adding six penalty points to his DVLA licence.

The case, which was handled by Bath and North East Somerset Council, will now be reviewed by the licensing committee to determine whether the driver will retain his PHV licence.

Plying for hire involves a driver seeking passengers for immediate hire, similar to a taxi service. However, unlike taxis, PHVs must be pre-booked through a licensed operator and are not permitted to pick up passengers without an advance reservation.

This regulation ensures passenger safety by confirming that all trips are recorded and that vehicles and drivers meet specific licensing standards.
