Torbay Council agrees interim plan for Vaughan Road taxi rank amid harbourside regeneration

Torbay Council has agreed a short-term solution for the Vaughan Road taxi rank in Torquay following discussions with the Hackney Carriage trade, local businesses and community groups, as wider harbourside regeneration plans continue.
The council said the interim arrangement represents a “pragmatic” compromise that allows the rank to remain operational while addressing concerns over the current layout. The plan will see sections of hardstanding removed and green space reinstated at Cary Green, with works scheduled between 9 and 13 March by SWISCo.
Under the agreement, a 1.8-metre accessible footpath will be retained, while surplus tarmac will be removed to restore a total of more than four metres of green space. Landscaping measures, including a low-level hedge and protective boulders, will also be introduced to improve the area’s appearance and prevent vehicle encroachment.
The authority acknowledged the existing rank is “not ideal for all stakeholders” but said the solution provides a workable arrangement that can be delivered quickly. It also confirmed that no vehicles will be placed on Cary Green during the works.

The Vaughan Road rank is expected to reopen on the evening of 13 March, with passengers directed to alternative ranks on Fleet Street and Victoria Parade while construction is underway.
Torbay Council said it remains committed to removing the rank بالكامل as part of the Torquay Pavilion restoration programme, currently estimated to take around three years, or sooner if funding is secured for wider public realm improvements.
Further engagement with the taxi trade is expected to shape long-term arrangements aligned with operational needs and regeneration objectives.
