Union warns DBS update payment failures leaving taxi drivers facing licensing risks and repeat costs

Taxi drivers are facing mounting disruption and additional costs linked to failures in the DBS Update Service, with reports of cancelled subscriptions and licensing complications emerging across the trade.


The Disclosure and Barring Service (DBS) Update Service became mandatory for all new and renewing Transport for London (TfL) driver licences in February 2024. Under the system, drivers must remain continuously subscribed to allow TfL to carry out regular background checks without requiring repeated physical document submissions.

Industry sources say the process itself is relatively straightforward, but operational issues are now surfacing. As outlined by Paul Kirby in the LTDA’s TAXI Newspaper, “all new and renewal TfL driver applications must be registered for the update service,” with the system designed to be completed “within 28 days or within 30 days of receiving your DBS Certificate.”


The service carries an annual cost of £16 and is intended to streamline compliance. TfL now requires proof of subscription before issuing a licence and conducts checks every six months without further driver input.

However, drivers are increasingly reporting problems tied to payment failures and lapses in subscription status. According to the update, “the problem we are seeing is that we have had to deal with many drivers who have had their Update subscription cancelled due to a failed card payment.”


These failures are often linked to expired or replaced bank cards, an issue that can easily go unnoticed until it impacts licensing. Drivers are advised to monitor renewal reminders closely, as “once you are on the annual payment you must check it once a year when you receive the reminder email from DBS, that your payment card is still valid.”

The consequences of a failed payment can be significant. If a subscription lapses, drivers may be required to restart the entire DBS application process. Kirby said: “if the payment fails, you will be forced to do another full DBS application, re-subscribe and pay for it all again.”


This creates both financial and administrative burdens, particularly for drivers approaching licence renewal deadlines. Any delay in DBS compliance can prevent TfL from issuing or renewing a licence, effectively removing drivers from the road until resolved.

The issue highlights a broader compliance risk within the licensing system, where relatively minor administrative oversights can have disproportionate operational impacts. For self-employed drivers alike, maintaining continuous DBS status is now a critical requirement in avoiding downtime and unexpected costs.


While the Update Service was introduced to simplify background checks and reduce paperwork, the current wave of payment-related failures suggests that something isn’t quite working within the process of re-licensing as a taxi driver.
