Uttlesford taxi and PHV enforcement ramps up with driver suspensions and joint TfL anti-touting operations at Stansted Airport

Taxi and private hire enforcement activity intensified across Uttlesford during the final four months of 2025, with licensing officers conducting roadside checks, anti-touting operations and compliance inspections that resulted in driver suspensions and vehicle suspensions.


According to an Enforcement and Compliance Update presented to the Licensing and Environmental Health Committee in January 2026, officers undertook around 40 proactive taxi and private hire visits across locations including Stansted Airport, schools, Audley End Station and surrounding towns.

The activity led to 56 driver checks and 65 vehicle inspections involving vehicles licensed by Uttlesford District Council.


The report highlighted one ongoing investigation involving a driver allegedly working while suspended. Licensing officers said appropriate action would be considered once investigations conclude.


Vehicle enforcement also formed a major part of the operation. Officers identified several compliance failings during inspections, including defective tyres. One vehicle was suspended immediately after being discovered with a tyre below the legal tread limit, while another vehicle was found with a nail embedded in a tyre.



Uttlesford licensing officers carried out dozens of taxi and private hire enforcement checks between September and December 2025, leading to driver suspensions, vehicle enforcement action and investigations into illegal touting activity.


Airport enforcement remained a significant focus. Of six visits made to Stansted Airport, four were dedicated anti-touting operations carried out jointly with Transport for London (TfL) and police officers. During those operations, five suspected touts were identified. The report stated all five individuals were either unlicensed or licensed by Transport for London rather than Uttlesford District Council

Licensing officers also introduced new passenger safety measures aimed at helping travellers avoid illegal taxi services. Information leaflets advising passengers how to correctly identify and book licensed taxis and private hire vehicles were distributed at Stansted Airport and Audley End Station. The airport also agreed to display digital versions of the guidance in baggage reclaim areas.



The scale of licensing enforcement activity during the reporting period was also extended outside roadside checks as the council recorded 11 hackney carriage and private hire driver licence revocations and 131 driver suspensions between September and December 2025. Around 72% of driver suspensions related to drivers failing to maintain an active DBS Update Service subscription, while most remaining suspensions involved missing medical certification requirements.


Vehicle suspensions were even higher, with 155 licensed hackney carriage and private hire vehicles suspended during the same period. Nearly 89% were linked to failed compliance tests, missed testing deadlines or failures to provide valid insurance documentation. The remaining suspensions were largely connected to vehicles being declared off-road following accidents or mechanical faults.
