Walsall littering cases end in court with taxi driver among those convicted

Three men who failed to pay Fixed Penalty Notices for littering in Walsall have been ordered to pay more than £580 each after appearing before Magistrates.
Three people, including at least one taxi driver, have been convicted after failing to pay Fixed Penalty Notices issued for littering offences in Walsall.
Walsall Council said none of the three offenders lived in the borough. The cases were heard on 13 March 2026 at Birmingham & Solihull Magistrates’ Court after notices issued for depositing and leaving litter went unpaid.
Mr Javen Simms was convicted for depositing litter in Garden Street, Walsall, on 24 July 2025. The court ordered him to pay a £220 fine, an £88 victim surcharge and £276.72 in costs, taking the total to £584.72.
Mr Naveed Hussain was convicted for depositing litter in Spout Lane, Walsall, on 4 May 2025. Mr Adam Mosaid was convicted for depositing litter in High Street, Pelsall, Walsall, on 21 March 2025. Both were ordered to pay the same total of £584.72, made up of a £220 fine, £88 victim surcharge and £276.72 in costs.
Walsall Council said money raised from fines is reinvested into enforcement work, including investigations and wider action targeting environmental crime across the borough.
A spokesperson for Walsall Council said: “A large number of Fixed Penalty Notices are paid without the need for court action. Where individuals ignore notices, cases can be progresses to court should reminders be ignored.”
