Windsor and Maidenhead proposes scrapping taxi age limits for cleaner vehicles under major licensing overhaul

The Royal Borough of Windsor and Maidenhead has proposed significant changes to its hackney carriage and private hire vehicle licensing policies, potentially allowing older vehicles that meet specified emissions standards to remain licensed without a fixed age limit.

A report presented to the council’s Licensing Panel on 12 October 2026 recommends removing age-based licensing restrictions for zero-emission, Euro 6, ultra-low emission and zero-emission capable vehicles from 1 April 2027.

The changes would apply to both newly licensed and existing vehicles, potentially allowing proprietors to retain compliant cars for longer than permitted under the current arrangements.

Under the existing policy, private hire vehicles must generally be no more than five years old when first licensed and can remain licensed until 12 years after their initial registration.

Wheelchair-accessible hackney carriages currently face a three-year maximum age when first licensed, although qualifying vehicles can subsequently remain licensed indefinitely.

The proposed policy would replace those age restrictions with an approach placing greater emphasis on emissions performance. However, the council also wants to introduce progressively stricter requirements for vehicles entering the licensed fleet.

From 1 April 2028, all newly licensed hackney carriages and private hire vehicles would need to meet Euro 6, ultra-low emission vehicle or zero-emission capable standards.

A further change proposed for 1 April 2030 would require all newly licensed vehicles to meet ultra-low emission or zero-emission capable requirements. The 2030 proposal would therefore go beyond Euro 6 compliance for vehicles entering the fleet.

Vehicles that do not meet the qualifying emissions standards would remain subject to age restrictions. The council proposes a maximum age of five years when first licensed and a maximum licensing age of 12 years. The report acknowledges that the changes could create difficulties for some existing hackney carriage proprietors.

Wheelchair-accessible taxis that do not meet Euro 6, ultra-low emission or zero-emission capable requirements would no longer benefit from indefinite licensing.

Under the proposed transition arrangements, affected vehicles could eventually cease to qualify for licensing from April 2040.

Council officers acknowledge that the number of existing licensed vehicles meeting the proposed emissions requirements has not yet been established.

The report warns that the changes could have unintended consequences and recommends consulting drivers, operators and other interested parties before a final decision.

The proposed reforms follow Department for Transport guidance advising licensing authorities against relying on arbitrary vehicle age limits. The Government’s guidance recommends considering vehicle emissions, safety standards and wheelchair accessibility instead.

Council officers also refer to concerns raised by local taxi drivers about the cost of purchasing wheelchair-accessible vehicles less than three years old. Some private hire drivers have similarly sought permission to licence electric vehicles exceeding the current five-year first-licensing limit. Removing those restrictions could widen the used vehicle market available to licensed proprietors and reduce pressure to replace otherwise serviceable vehicles.

The council’s proposals do not remove existing vehicle safety inspections.

Licensed vehicles would continue to undergo annual compliance testing, increasing to every six months once vehicles exceed nine years of age. The report also confirms that the council is not proposing immediate changes to wheelchair accessibility requirements.
