Wolverhampton Council consult to remove PHV operator signage and end age limits on electric taxis
The City of Wolverhampton Council are engaging in a public consultation process regarding proposed changes to its taxi and private hire licensing policies and procedures.
These proposed changes are largely in response to recent guidance published by the Government, aimed at modernising and improving the taxi and private hire vehicle (PHV) sector.
Key areas of focus in the proposed changes include the development of inclusive service plans, which would ensure that taxi services are accessible to all members of the community. Another significant point is the revision of driver medical certification requirements.
A significant environmental proposal is the removal of age limits for vehicles in favour of an emissions limit. This shift towards an emissions-based criteria reflects a new growing emphasis on environmental sustainability. Electric taxis with a zero-emission tailpipe will have no age limits attached to them to encourage drivers to invest in cleaner taxis.
A notable proposal is allowing PHV drivers to work with multiple operators. This change could potentially increase the flexibility and income opportunities for drivers working both in and outside of the Wolverhampton area, but may also raise further concerns around ‘cross-border’ regulation.
To allow for drivers to work for more ridehail apps and operators at one given time, the council is also considering the removal of operator signage on PHVs, which could affect the visibility and identification of vehicles. Additionally, the introduction of Certificates of Good Conduct could set a new standard for driver behaviour.
Daily walkaround checks of vehicles are proposed to enhance passenger safety and vehicle maintenance. This measure should lead to a higher standard of vehicle upkeep, but might increase the daily responsibilities of drivers. The council is also pondering driver training every licence renewal, defining assistance dogs, allowing MOT certificates from any testing station and setting private hire vehicle operators as agent/principle.
