Private hire driver's anger at council's refusal to issue vehicle licence after passing MOT

A private hire driver's vehicle has been refused a licence despite passing an MOT at its fourth attempt.

33 year old Mohammed Khan who is director of Dresden based Premier Private Hire, claims to have spent nearly £1,200 getting the vehicle up to standard to pass its MOT.

The wheelchair accessible Toyota Hiace had initially failed the first two MOTs over emissions, the vehicle then failed its third MOT on a braking issue.

The vehicle finally passed its fourth MOT which was booked for after the expiry of the vehicle’s private hire plate was passed, this however created a problem for Mr Khan.

When Mr Khan attempred to obtain a renewal for the licence on his private hire vehicle, the application was refused on the basis that he had let his MOT expire in advance of the licence renewal.

Stoke on Trent City Council regulations stipulate that private hire vehicles which are more than seven years old must have their licence renewed before their MOT runs out.

This therefore meant that because Mr Khan's licence ran out on 29 May, but passed its MOT on 4 June, and the vehicle is over seven years old, it was no longer eligible to be licensed as a private hire vehicle.

An angry Mr Khan explained to Birmingham Live that the council website should not have let him book an MOT outside of his vehicle’s licensing period.

He also vented his frustration at losing a £12,000 school contract because of the issue.

Councillor Randy Conteh, cabinet member for communities and safer city, responded by stating that a car passing its MOT does not mean it has to be issued with a private hire licence. It is expected that all taxi and private hire drivers ensure their vehicles are maintained to a safe and legal standard at all times.
