Are current taxi and PHV licensing tools fit for purpose in England?

The current licensing structure for taxis and private hire vehicles (PHVs) in England is shaped by a mix of national laws and local authority powers. While councils are expected to uphold safety, accessibility and service quality, concerns remain over whether the existing arrangements truly allow them to do so effectively and consistently.

Licensing authorities, which include city and borough councils as well as Transport for London, are responsible for issuing licences to drivers, vehicles and operators. They are guided by national standards issued under the Department for Transport’s statutory framework, but retain discretion in how these are applied. This local control allows authorities to address specific issues in their areas, but critics argue that it creates significant inconsistencies.
