Black cabs to be granted access through Bank junction in new trial starting 28 July

Licensed black cabs will be allowed to travel eastbound between Poultry and Cornhill on weekdays, as part of a new experimental traffic order introduced by the City of London Corporation.
From Monday 28 July, taxis will be permitted to use the route between 7am and 7pm, Monday to Friday. The change follows a decision made by the Court of Common Council in June 2024 to test new traffic movements at the busy Bank junction.
In February 2025, the City’s Planning and Transportation Committee gave the go-ahead for a trial to explore east-west access for taxis. The current move marks the first stage of that plan, allowing for eastbound taxi access only.
The westbound route from Cornhill to Poultry is set to be introduced later this year, once associated highway works are completed. These works, linked to the 1 Leadenhall Street development, will begin on the same day as the taxi trial starts. As part of the construction activity, a westbound closure on Leadenhall Street will remain in place until October, temporarily blocking access to Cornhill from that direction.
Once taxis can travel both ways between Poultry and Cornhill, a six-month public consultation and monitoring period will commence. The City Corporation plans to use the feedback and data gathered during this period to inform a final report to the Planning and Transportation Committee in autumn 2026.
That report will determine whether to make the traffic order permanent.
