Burnley Council opens consultation on new taxi licensing policy

Burnley Council has begun a six-week consultation on proposed updates to its taxi licensing policy. Residents, drivers and local businesses are being asked to give views before the final policy is agreed.
The consultation opened at noon on Monday 10 November and will run until 12pm on Monday 22 December. The review covers four main areas. These include vehicle age limits, how often vehicles are tested, driver knowledge test requirements and updated specifications for hackney carriage vehicles.
The Council says the review aims to keep standards current while balancing cost, safety and service needs across the borough. Updated rules are expected to shape how both hackney carriage and private hire vehicles operate in the years ahead.
Councillor Anne Kelly, Chair of the Licensing Committee, urged wide involvement. She said users and operators have a chance to influence how the service is run so it continues to match local needs.
The Council has made the draft policy and supporting information available online. People can submit comments through an online form or download documents to return by email, post or in person at the Burnley Borough Council Contact Centre.
Councillor Howard Baker, Executive Member for Community and Environmental Services, said taxi services sit at the core of local transport. He encouraged residents, drivers and businesses to contribute to the review so future policy reflects what people expect from the service.
All responses will be assessed before the updated policy is taken forward for approval.
Those wishing to take part can visit the Council’s website to view the draft policy and send in their comments. The consultation closes at 12pm on Monday 22 December 2025.
