Call for swift action on pedicab regulation as Assembly Member urges TfL to move forward

A London Assembly Member has urged Transport for London (TfL) to move quickly in delivering long-awaited pedicab regulations, following overwhelming public backing revealed in a recent consultation.
Elly Baker AM, Labour spokesperson for Transport at City Hall, said the response from Londoners shows clear demand for better safety and oversight. “Londoners have been calling for proper regulation of pedicabs for years,” she said. “So it’s welcome to see such strong public support reflected in this consultation.”
The comments come after TfL published findings from its engagement earlier this year. More than 7,500 people responded, with high levels of concern raised about safety, noise, fares and insurance. TfL has confirmed that it will now draft detailed proposals, including potential fare controls and safety requirements, ahead of a second consultation later in 2025.
“The Government has finally given Transport for London the powers to act,” Baker added. “Now they need to get on with implementing these long-overdue changes without delay.”
Her remarks reflect wider sentiment from within the licensed taxi and private hire industry, which has consistently raised concerns about pedicabs operating outside of existing regulation. It is hoped that bringing pedicabs under formal control would address current disparities around insurance, licensing, and background checks.
The planned changes may also carry implications for how TfL approaches regulation of other non-standard transport, including future autonomous vehicle services. TfL has set early 2026 as the target for implementation of new pedicab rules. The next round of consultation is expected later this year.
