Court upholds REVOKED taxi licence after concerns over abusive behaviour and poor driving standards

Guildford Borough Council has successfully defended its decision to revoke a dual hackney carriage and private hire driver licence after Magistrates found the driver was no longer a fit and proper person to hold the licence.
The appeal was heard at Staines Magistrates’ Court on Tuesday 21 April. The court dismissed the appeal and ordered the appellant to pay £1,800 in costs.
The case followed what the council described as a long-standing pattern of concern about the driver’s conduct. This included a previous licence suspension in December 2019 after complaints relating to poor driving standards and aggressive behaviour.
Further complaints were later received, including allegations of continued substandard driving and abusive behaviour towards council licensing officers.
A Magistrates’ Court has backed Guildford Borough Council’s decision to revoke a taxi driver’s licence after concerns over conduct and driving standards.
Magistrates agreed that the driver’s behaviour posed an unacceptable risk and that earlier enforcement action had not delivered the necessary improvement.
The court found revocation was a proportionate response to protect passengers, other road users and council staff.
