Havant Borough Council proposes taxi and PHV driver drug screening and mandatory training in policy revamp

Havant Borough Council is seeking views on proposals to introduce drug screening and regular mandatory safeguarding and disability awareness training for taxi and private hire drivers.
The draft Hackney Carriage and Private Hire Licensing Policy would also require licence holders to have held a DVLA driving licence for at least two years. Other measures include reducing the qualifying period for a Certificate of Good Character and amending licensed vehicle specifications.
The authority also plans to align its approach to criminal convictions with Institute of Licensing guidance. Further clarifications and minor policy amendments are included in the proposed revision.
Havant said the changes would improve consistency with Portsmouth City Council, Fareham Borough Council and Gosport Borough Council, while ensuring passengers feel safe and drivers are equipped to operate within stronger safeguards.
The draft policy was considered and approved for consultation by Havant’s Licensing Committee on 15 June 2026. Residents, businesses and members of the taxi and private hire trade will be able to respond when the consultation opens on Monday 7 September 2026.
A final decision on whether to adopt the revised policy will be made after consultation responses have been considered.
