The Welsh Government is taking steps to introduce a national approach to CCTV use in taxis and private hire vehicles (PHVs). In collaboration with ACSS and other industry specialists, officials have developed a policy template aimed at creating consistency across Wales.
Currently, CCTV installation in licensed vehicles remains voluntary. Local authorities have the power to mandate its use through their licensing conditions, but approaches vary across different regions. The new policy template provides a structured framework that councils can adopt or adapt to suit local needs.
CCTV taxi specialists ACSS played a key role in the consultation process, simplifying the technical aspects of CCTV systems and ensuring compliance with the Information Commissioner’s Office (ICO) regulations. The objective was to balance security requirements with practical considerations, ensuring any CCTV setup aligns with national safety standards.
The Welsh Government has made the policy template available on its website. While it does not enforce mandatory CCTV installation, it offers councils a clear guideline should they choose to introduce such measures. The document allows for flexibility, enabling local authorities to tailor policies while maintaining a consistent approach across the country.
This move reflects ongoing efforts to modernise taxi and PHV licensing in Wales. By providing a standardised framework, the Welsh Government aims to enhance safety for both drivers and passengers while simplifying regulatory processes for local councils.
An ACSS spokesperson said: “Through our involvement, ACSS is proud to have contributed to the framework for safer, more reliable taxi and PHV services in Wales. We are committed to supporting the Welsh taxi trade with CCTV solutions that uphold the highest standards in passenger and driver safety, and we look forward to seeing how Welsh councils across the country may benefit from these guidelines in their own regions.
“ACSS have designed systems according to the council specifications to meet the requirements for councils. Including 100% solid state design or a proven vibration and shock resistant system, short circuit and over voltage protection and more.”
