Transport for London have taken over and will continue to enforce daytime restrictions on Oxford Street following the transfer of highway and traffic authority duties on 20 September 2025.
The Mayor confirmed the position in response to a Mayoral Question from Alex Wilson AM of Reform UK during Mayor’s Question Time on 9 October 2025.
All existing traffic rules remain in place. Between Orchard Street and Regent Street, Oxford Street is closed to general traffic between 7am and 7pm, Monday to Saturday. Only buses, licensed taxis and cyclists are permitted during those hours.
Drivers who ignore the restriction risk a Penalty Charge Notice. The Mayor reminded road users that enforcement will continue under TfL’s management.
TfL’s takeover is intended to provide a single point of control for traffic management along the route. The operational approach remains unchanged during the daytime window, with access preserved for taxis and buses to maintain passenger movement and connectivity with nearby transport hubs and retail destinations.
Sadiq Khan, the Mayor of London, said in a written response: “With the transfer of highway and traffic authority duties on Oxford Street to TfL on 20 September 2025, all existing traffic restrictions remained in force.
“This means that Oxford Street (between Orchard Street and Regent Street) is banned to traffic except buses, taxis and cyclists between 7am and 7pm (Monday – Saturday). I would remind people that anyone breaching these restrictions could receive a Penalty Charge Notice.”
