Proposed Torbay taxi tariff increases amidst rising industry costs
Torbay Council is set to review a proposal for a substantial increase in the Hackney Carriage fare tariff, following a request from the Torbay Licensed Taxi Association (TLTA).
The association represents a significant portion of local taxi drivers and has argued that current tariffs are no longer sustainable given the rising operational costs.
The tariff, which was last updated in March 2022, is due for a review to reflect the increasing cost pressures on the taxi trade. The TLTA's proposal suggests an average uplift of 8% for Tariff 1, which covers standard daytime journeys, and 7% for Tariff 2, which applies to night-time, Sunday, and Bank Holiday fares. The proposed changes are designed to ensure that taxi drivers can maintain a viable income, keep up with inflation, and continue to provide a necessary public service.
Under the proposed changes, the initial flag fall charge for Tariff 1 would increase from £3.60 to £3.90, with the per-mile rate rising from £2.21 to £2.40. Tariff 2 would see the initial charge increase from £4.00 to £4.50, with the per-mile rate adjusted accordingly. These adjustments reflect the increased costs of fuel, vehicle maintenance, and other operating expenses, which have all surged in recent years.
Notably, the TLTA has also requested an increase in the soiling charge, from £50 to £75, to address the growing issue of cleaning costs associated with transporting passengers. Additionally, a new charge of £1.50 for carrying uncaged animals, except assistance dogs, has been proposed, aiming to encourage drivers to accept such bookings.
If approved, these changes would place Torbay's tariffs among the highest in Devon, matching Plymouth’s rates for a two-mile journey at £8.10. This would represent a significant rise from Torbay’s current position in the national tariff rankings.
The Council is required to undertake a public consultation before finalising any changes. If there are no objections, or if any objections are resolved, the revised tariff could come into effect later this year.
