Tewkesbury Borough Council consults on penalty points scheme for taxi and private hire drivers

Taxi drivers, private hire operators and passengers are being asked to comment on plans to introduce a penalty points scheme for licensed drivers in Tewkesbury Borough.
Tewkesbury Borough Council has launched a public consultation, open until 31 May 2026, to gather views on how minor breaches of licensing conditions should be managed across the local transport sector.
Under the proposal, drivers would receive penalty points on their licence for lower-level infractions, creating what the council describes as a more proportionate enforcement approach without the need for immediate formal action.
If a driver accumulates 12 points within a three-year period, their case would be referred to the council’s Licensing Sub-Committee. This review could lead to further action, including licence suspension or revocation.

The authority said it is seeking input from licence holders, trade representatives and members of the public who rely on taxi and private hire services, as it looks to balance passenger safety with fair treatment of drivers.
Councillor Murray Stewart, Lead Member for Environmental Services, said: “Taxis and private hire vehicles are vital for safe travel around the borough. This scheme is intended to address minor issues fairly and transparently, while protecting public safety. We encourage everyone with an interest to take part in the survey and share their views.”
