THE RISE OF THE ‘TAXI-STYLE’ AUTONOMOUS VEHICLE IN LONDON: Assembly probe begins as autonomous rollout edges closer

London Assembly members have begun examining how autonomous passenger vehicles could operate in the capital as companies including Wayve, Uber and Lyft move closer to launching commercial driverless services in the UK.


London’s transport network could be on the cusp of one of its biggest technological shifts since the introduction of ride-hailing apps, with autonomous passenger vehicles, commonly known as robotaxis, moving steadily towards commercial deployment.

The London Assembly Transport Committee has now launched an investigation into what the arrival of driverless taxis could mean for the capital’s transport system, workforce and regulatory framework. The inquiry comes as several companies seek approval to begin operating autonomous passenger services in London, potentially as early as this year.


Autonomous vehicles use a combination of sensors, cameras, artificial intelligence, digital mapping and data communications to navigate roads and make driving decisions without direct human control. When used to transport passengers through ride-hailing platforms, they are generally referred to as ‘robotaxis’ or ‘taxi-style’ autonomous vehicles.

While the technology has already been deployed commercially in parts of the United States and China, the UK has yet to see a widespread public rollout. That could soon change. UK-based autonomous driving developer Wayve has formed partnerships with major automotive and mobility firms, while ride-hailing giants Uber and Lyft have both publicly outlined ambitions to expand autonomous services internationally.


The Assembly’s investigation will focus on how robotaxis may work in practice across London’s uniquely complex transport environment. Areas under scrutiny include employment impacts, licensing requirements, regulatory oversight, road safety, congestion, cybersecurity and consumer choice.


For the taxi and private hire sector, the inquiry represents a significant moment. The introduction of autonomous passenger vehicles raises questions about how existing licensing systems would adapt when no human driver is present. Current taxi and private hire regulations are largely built around assessing the suitability, training and conduct of individual drivers. Regulators may instead need to focus increasingly on vehicle operators, software developers and remote supervisors.


Employment is expected to be one of the most closely watched issues. London’s licensed taxi and private hire industry supports tens of thousands of drivers. Although autonomous vehicle developers often argue that deployment will be gradual and create new technical and operational roles, industry representatives have repeatedly expressed concerns about long-term job displacement and the pace of technological change.


Road safety will also feature heavily in discussions. Supporters of autonomous technology argue that removing human error from driving could significantly reduce collisions. However, questions remain about how autonomous systems perform in complex urban environments, particularly in London where vehicles must contend with pedestrians, cyclists, buses, roadworks and unpredictable traffic conditions.

The committee’s witness panel brought together several leading transport and mobility experts. Among those providing evidence were Thomas Ableman, host of the Freewheeling podcast and former Director for Strategy and Innovation at Transport for London; Jack Stilgoe; Glenn Lyons; and Nick Reed, who also serves on the Department for Transport’s Science Advisory Council.


Supporters suggest ‘robotaxis’ could improve transport efficiency through optimised routing and vehicle utilisation. Critics, however, warn that large fleets of autonomous vehicles may increase traffic volumes if vehicles travel without passengers or encourage journeys that might otherwise have been made by public transport, walking or cycling.

Autonomous vehicles rely heavily on software and connected systems, creating new challenges around system resilience, data protection and safeguarding against cyber threats. Public confidence will be critical if Londoners are to embrace driverless transport services on a large scale.


The committee’s work comes against the backdrop of the UK’s broader push towards autonomous mobility. The Government’s legislative framework for self-driving vehicles is progressing, with policymakers aiming to establish the regulatory foundations required for commercial deployment. London’s approach will be particularly influential given the capital’s status as one of Europe’s largest and most complex transport markets.


For London’s licensed taxi and private hire sectors, the Assembly inquiry is likely to provide an early indication of how policymakers view the balance between technological innovation and protecting existing transport services.
