Three Swansea taxi licensing applications REJECTED in October committee meeting

Three decisions were made at Swansea’s General Licensing Committee on 3 October regarding applications and ongoing suitability of hackney carriage and private hire vehicle (PHV) drivers. All three cases concluded with licences either being refused or revoked.
The decisions were made in a closed session following consideration of officer reports and individual representations.
In the first case, the applicant had applied for a new hackney carriage and private hire driver’s licence. After reviewing the details, the Committee decided to reject the application. The panel found the applicant was not considered a safe or suitable person to hold a licence under the authority’s adopted guidance. No exceptional circumstances were presented to justify any departure from the policy.
The second case involved another applicant who also sought a new hackney carriage and private hire licence. Following discussion and questioning by both members and officers, the application was refused. The Committee cited several policy references in its decision and again found the individual not fit and proper to be licensed.
The third decision involved an existing driver who did not attend the hearing and had not requested a deferral. The Committee chose to proceed in their absence and reviewed the report prepared by licensing officers. After consideration, HVW’s existing licence was revoked on the grounds of safety and suitability, with no justifiable reasons identified to move away from policy.
The decisions were all made with reference to Swansea Council’s adopted guidance, particularly sections dealing with public safety, fitness to hold a licence, and the threshold for exceptional cases.
