Unlicensed driver in Blackpool licensed private hire vehicle fined and handed eight points after Liverpool enforcement stop

The driver of a Blackpool-licensed private hire vehicle has been fined and issued with eight penalty points after being found to be operating unlawfully in Liverpool, according to Liverpool City Council.
The case was heard at Liverpool Magistrates’ Court, resulting in total financial penalties and costs of £419 alongside the endorsement of eight points on the driver’s licence. The council did not release further details about the offence beyond confirming the driver was not licensed to operate the Blackpool licensed minicab.
The enforcement action comes amid ongoing scrutiny of cross-border private hire operations, where vehicles and drivers licensed by one authority operate in another area.
The practice remains lawful under current legislation provided bookings are accepted by the operator licensed in the same district as the vehicle and driver. However, concerns have been raised by some local authorities about compliance and standards.
A Liverpool City Council Licensing spokesperson said: “A Blackpool PHV inspected by Licensing Officers while operating in Liverpool last year was discovered to have an unlicensed driver operating the PHV. The matter was heard in Liverpool Magistrates Court yesterday. The driver incurred fine/costs of £419 and 8 penalty points.”
