Wirral Council issues festive travel safety warning as Christmas demand peaks

Wirral Council has issued a public safety warning urging residents to plan ahead and use only licensed taxis and private hire vehicles as Christmas and New Year travel demand intensifies across the borough.
In guidance released on 23 December, Wirral Council said passengers should take extra care when travelling during the festive period, when late-night demand and alcohol-related activity typically increase pressure on the licensed taxi and private hire system.
The council’s licensing team stressed the legal distinction between hackney carriages and private hire vehicles, warning that misuse remains a recurring issue during peak periods.
Hackney carriages can be hailed on the street or hired from ranks, while private hire vehicles must be booked in advance through a licensed operator. Picking up passengers without a booking is illegal.

Officials said pre-booking journeys wherever possible is one of the most effective ways to reduce risk, particularly during Christmas and New Year when vehicle availability can be stretched. Passengers are advised to confirm driver and vehicle details before travelling and to allow additional time due to high demand.
The council also reminded residents to check that vehicles and drivers are properly licensed. Licensed vehicles must display council-issued plates, while drivers should wear valid identification badges. The licensing team said passengers should never enter an unlicensed vehicle and should expect licensed drivers to confirm their credentials when asked.
The warning reflects wider industry concerns about illegal plying for hire, which licensing authorities say undermines passenger safety and creates enforcement challenges.
Local authorities across England typically increase messaging during the festive period, focusing on passenger awareness as a deterrent to illegal activity. Wirral Council said public vigilance plays a key role in supporting licensed drivers and maintaining safety standards.
The council also advised residents to avoid accepting lifts from strangers or unbooked private hire vehicles under any circumstances, emphasising that short waits or convenience should not outweigh personal safety or legal protections.
