Autonomous vehicle sanctions system could reshape future of taxi and PHV services

A new government-commissioned report on sanctions systems for automated vehicles has outlined a framework for ensuring safe and accountable operation, potentially reshaping how taxi and private hire vehicle (PHV) services may operate in the future.

 

The Department for Transport’s research, published in July 2025 and conducted by Ipsos, offers insight into how regulatory enforcement can encourage compliance in emerging sectors like autonomous vehicles (AVs). It sets out how a system of sanctions could manage the safety performance of AV providers, introducing the same expectations currently seen in regulated transport services.
