CAPPING OR CROSS-BORDER REFORM: Which would need to arrive first to shake-up taxi and private hire licensing?

Should the Government first introduce powers for local authorities to cap the number of licences? Or must cross-border licensing loopholes be closed before such powers can have any real effect?
