Should the Government first introduce powers for local authorities to cap the number of licences? Or must cross-border licensing loopholes be closed before such powers can have any real effect?


This question, increasingly referred to as a ‘chicken and egg’ scenario by those in the industry, goes to the heart of wider discussions to modernise the sector, reduce congestion, and ensure fair working conditions for drivers. Without alignment on the sequence of reform, any policy shift risks falling short in practice.
