Should the Government first introduce powers for local authorities to cap the number of licences? Or must cross-border licensing loopholes be closed before such powers can have any real effect?
This question, increasingly referred to as a ‘chicken and egg’ scenario by those in the industry, goes to the heart of wider discussions to modernise the sector, reduce congestion, and ensure fair working conditions for drivers.
