‘CONSIDERING ALL OPTIONS’: MP calls for cap on private hire licences in London as government weighs regulatory changes

A London MP has asked the Government to consider capping the number of private hire vehicle (PHV) licences issued in the capital.
John McDonnell, Independent MP for Hayes and Harlington, raised the question in Parliament, asking if the Transport Secretary would take steps to introduce a statutory cap.
The call comes amid ongoing concerns over the growth in the number of PHVs operating across London, with pressure mounting from various sectors on the impact this may be having on congestion, road safety and the taxi trade.
Responding on behalf of the Department for Transport, Minister Simon Lightwood acknowledged the significance of taxis and private hire services. He noted their role in serving disabled passengers, children with special educational needs, and those travelling at night when other services are limited.
Lightwood stated that the department is “considering all options” to improve regulation within the sector to enhance passenger safety and deliver the best outcomes for both users and operators. However, he clarified that the licensing of taxis and PHVs in London ultimately falls under the remit of the Mayor of London, not central government.
The response suggests no immediate plans from the Department for Transport to impose a statutory limit at a national level, although regulatory changes remain under review and could be passed to regional licensing authorities to make decisions relevant to for that area.
Lightwood said: “Taxis and private hire vehicles are an important mode of transport for many people. They are disproportionately used by disabled people, allow many children with special educational needs and disabilities (SEND) to access education and provide transport at night when other modes may be less available.
“The Department for Transport is considering all options to improve the regulation of the taxi and private hire vehicle sector to provide the best overall outcomes for passenger safety and the sector. The administration of the taxi and private hire vehicle licensing regime in London is a matter for the Mayor of London.”
