The rise of digital ride-hailing platforms such as Uber and Bolt has significantly altered the landscape of the taxi and private hire vehicle (PHV) sector in England since their arrival over a decade ago. These platforms have introduced new levels of convenience and market access, but they have also raised concerns over standards, enforcement and the adequacy of outdated current regulation.
