Manchester City Council hands out taxi and private hire driver suspensions, warnings and deferral during committee hearing

Manchester City Council’s Licensing and Appeals Sub Committee Hearing Panel met on 22 April 2025 to review a series of taxi and private hire vehicle (PHV) driver cases. Councillor Grimshaw chaired the meeting with Councillors Connolly and Judge present.
A Hackney Carriage driver had a renewal application considered after notifying the licensing unit of a caution received in 2024. The panel reviewed another Hackney Carriage driver licence following a Greater Manchester Police arrest related to a historical allegation of a serious sexual offence. The driver is on police bail and cannot work as a taxi driver or have unsupervised contact with anyone under 18. A private hire driver, received an MS90 conviction after failing to provide driver details for a speeding offence linked to a test drive by a potential buyer. The panel issued a warning as to future conduct.
A Hackney Carriage driver, faced a renewal decision rather than a review as first recorded. The driver received a CU80 conviction for using a mobile phone. Taking into account an early guilty plea and experience, the panel granted the renewal with a warning.
