A hackney carriage driver has been granted renewal of his licence after Manchester City Council’s Licensing and Appeals Sub-Committee determined there were no grounds to refuse the application following a police investigation.
The panel considered a report from the Director of Planning, Building Control and Licensing regarding the driver, whose licence had been suspended after information was received from Greater Manchester Police.
The Licensing Unit officer outlined correspondence from GMP and provided an update confirming the drivers status had been downgraded to No Further Action. Police advised there were no ongoing lines of enquiry and that IA was no longer considered a suspect.
Addressing the hearing, the cabbie said the investigation had placed strain on him and his family. He explained that although he had known the principal suspect decades earlier, he had not been in contact for many years and denied any knowledge of the allegations. The driver told the panel he had worked as a taxi driver for decades without complaint.

In reaching its decision, the Sub-Committee referred to the council’s Statement of Policy and the statutory Taxi and Private Hire Vehicle Standards. Members concluded there was no evidence before them to justify refusal and resolved to grant the renewal.
The panel noted that should any further information come to light, Greater Manchester Police would inform the Licensing Unit and the authority retains the power to suspend a licence with immediate effect if required in the interests of public safety.
