Manchester private hire driver keeps licence after council speeding review

A private hire driver has retained his licence following a review by Manchester City Council’s Licensing and Appeals Sub-Committee after accruing nine penalty points for speeding offences.


The case was heard on 16 February 2026. The panel considered a report from the Director of Planning, Building Control and Licensing concerning at driver who received three SP30 convictions for exceeding the statutory speed limit on a public road.

Two of the offences occurred within the previous 12 months, triggering a formal review under the council’s guidelines. The driver did not notify the Licensing Unit at the time of the convictions and only disclosed them during a vehicle licence renewal process.


Addressing the panel, the driver accepted the offences and apologised for failing to report them within the required timeframe. He said the omission was due to personal pressures and confirmed he had informed his insurer but overlooked notifying the council.

In reaching its decision, the Sub-Committee referred to the council’s Statement of Policy and the statutory Taxi and Private Hire Vehicle Standards. Members concluded the failure to notify was a genuine oversight and determined the PHV driver remained a fit and proper person to hold a licence.


No further action was taken  .
