Manchester taxi driver issued FORMAL WARNING after uninsured driving conviction

A hackney carriage driver has been issued a formal warning by Manchester City Council’s Licensing and Appeals Sub-Committee following a conviction for driving without insurance.
The panel considered a report from the Director of Planning, Building Control and Licensing concerning the driver, who had declared a recent IN10 conviction for using a vehicle uninsured against third party risks. The offence resulted in six penalty points and was classed as a major traffic offence under council guidelines.
The Licensing Unit officer told members that the licensed driver failed to notify the authority of the conviction until two months after it was imposed. It was noted that the driver had previously appeared before the Sub-Committee and should have been fully aware of the obligation to report such matters without delay.
In his representations, the cabbie said he believed he had a valid policy in place with Haven Insurance but later discovered it had been cancelled after he failed to respond to a request for further information. He told the panel he did not recall receiving the request and had since secured a new annual policy. The driver acknowledged the seriousness of driving without insurance and apologised for the lapse.

The Sub-Committee considered the council’s Statement of Policy and the statutory Taxi and Private Hire Vehicle Standards. Members described the matter as a one-off incident and said they were satisfied the driver remained a fit and proper person to hold a licence.
The panel decided to renew the licence but issued a warning as to future conduct, stressing the importance of maintaining valid insurance and complying with reporting requirements.
