OUT-OF-AREA AND OUT-OF-ORDER: Sefton private hire driver fined after illegal plying-for-hire and no insurance offence

A Sefton-licensed private hire vehicle driver has been fined £1,315 and handed eight penalty points after being caught illegally plying for hire and driving without insurance in Liverpool city centre.
Liverpool City Council Licensing confirmed the driver appeared before the courts following a test purchase operation carried out last year. Officers identified the vehicle accepting fares without a prior booking, in breach of private hire regulations.
According to the council, the driver was also found to be operating without valid insurance at the time of the offence, a serious breach of road traffic and licensing laws.
The case forms part of ongoing enforcement activity targeting non-compliant drivers operating within Liverpool’s busy night-time economy. Test purchasing is commonly used by licensing authorities to identify unlawful plying for hire, which is restricted to hackney carriage vehicles.
