Taxis and PHVs should deliver ‘high standard of driving in the interest of public safety’ says Mayor of London

To support ‘Vision Zero’ policy, taxi and private hire vehicles (PHV) are expected to deliver a ‘high standard of driving in the interest of public safety’ says Mayor of London.


In a recent written questions exchange, London Assembly Member Keith Prince raised critical inquiries regarding the Mayor of London's ‘Vision Zero’ approach to driving offences under the Taxi & PH Driver Policy. According to the document, it aims to eradicate deaths and serious injuries on London's roads through a 'Vision Zero' commitment.

Prince queried the Mayor on whether the penalties for driving offences were determined through an evidence-based approach and requested the data supporting such decisions.


Responding, Mayor Sadiq Khan explained that TfL's policy regarding driving offences is shaped by various considerations. These include the Department for Transport’s Statutory Taxi and Private Hire Vehicle Standards, the Vision Zero strategy, and the policies of other licensing authorities.


Highlighting the responsibility of licensed taxi and private hire vehicle drivers in transporting the public, Khan stressed the necessity for them to uphold a high standard of driving to ensure public safety.

Sadiq Khan, the Mayor of London, said: “Taxis and private hire vehicles play an important role in delivering passenger transport services in London and it is important that standards set by Transport for London (TfL) ensure the safety of passengers and other road users.


“TfL’s Taxi and Private Hire Driver Policy sets out TfL’s approach on the consideration of taxi and private hire driver licence applications, and other associated matters. It is important to note that the policy provides general guidance and each case is considered on its merits. 


“TfL’s policy on driving offences takes into account a range of factors including the Department for Transport’s Statutory Taxi and Private Hire Vehicle Standards, my Vision Zero approach to reducing road deaths and serious injuries, as well as other licensing authorities’ policies. 


“Licensed taxi and private hire vehicle drivers are responsible for carrying the public and are therefore expected to demonstrate a high standard of driving in the interest of public safety.”
