Wolverhampton-licensed private hire vehicles found compliant in Chorley cross-border checks

Seven private hire vehicles licensed by City of Wolverhampton Council were found to be fully compliant during late-night enforcement checks in Chorley, Lancashire.
WV Public Protection confirmed the operation in a post on X, stating that compliance officers had been “checking City of Wolverhampton Council licensed private hire vehicles working in Chorley, Lancashire” and were “pleased to say that all 7 were found to be fully compliant and roadworthy.”
The inspections form part of cross-border compliance work, an area of focus for licensing authorities as increasing numbers of drivers operate outside the areas in which they are licensed. Wolverhampton has become one of the largest licensing authorities for private hire drivers in England, with many vehicles working nationally through app-based platforms.
Cross-border hiring remains lawful under current legislation, provided bookings are made through the operator licensed in the same district as the driver and vehicle. However, the practice has drawn scrutiny from some local authorities concerned about oversight and enforcement standards.

City of Wolverhampton Council has previously stated it conducts regular compliance and enforcement activity both within and outside its boundary to ensure licensed vehicles meet safety and roadworthiness standards.
The Chorley checks were carried out under the banner of cross-border compliance and the council’s ‘Get Home Safe’ campaign, aimed at reinforcing passenger safety and regulatory adherence across the private hire sector.
