Calls for card payment uptake and review of CCTV policy as Aberdeen’s Taxi Consultation Group meets

Aberdeen’s Taxi and Private Hire Car Consultation Group met on 24 September to review key issues impacting the city’s taxi trade. Topics discussed included enforcement data, card payment complaints, licensing delays, and the Street Knowledge Test.
A report from the Licensing Enforcement Officer showed a continued pattern of complaints about drivers refusing card payments. While officers confirmed there is currently no legal requirement for drivers to accept cards, they encouraged the trade to reconsider their position. It was noted that public expectation is shifting, with many passengers no longer carrying cash.
Licensing officials agreed to explore ways of better informing drivers about testing outcomes and licensing approval times. This followed concerns raised by Uber over delays between vehicle testing and paperwork issue, leaving some drivers in limbo. It was confirmed that a revised email will now make it clear when a vehicle is licensed for immediate use, even if documentation follows later.
Discussion also turned to CCTV policy. A submission raised the high cost of approved systems as a barrier to wider adoption. The group recognised that while the existing policy is appropriate, a review into more affordable options that still meet data protection requirements may be needed. The use of modern dashcams and their compatibility with General Data Protection Regulation was also raised.
The group reviewed Street Knowledge Test data, with further statistical breakdowns to be shared by officers. While recent test performance and pass rates were discussed, questions remain over the test’s relevance and whether it aligns with best practice guidance. Any changes to test structure would need approval from the Licensing Committee.
The next meeting is scheduled for 8 December, with dates for 2026 also confirmed.
