Rochdale emissions deadline for taxi and PHV fleets pushed to 2030 to match surrounding Greater Manchester region

The implementation date for emissions standards for licensed hackney carriages and private hire vehicles (PHVs) in Rochdale and across Greater Manchester has been delayed to 31 August 2030.
Originally scheduled for 31 December 2025, the change follows agreement between the ten Greater Manchester authorities, the Greater Manchester Combined Authority, and Transport for Greater Manchester. The updated deadline now aligns with the wider Greater Manchester Clean Air Plan.
From 2030, all licensed taxis and PHVs must meet a minimum standard of Euro 6 for diesel and Euro 4 for petrol vehicles. Euro 6 applies to diesel vehicles registered from September 2015, while Euro 4 covers petrol vehicles registered from January 2006.
The decision was influenced by reduced Government funding. While £30.5 million was requested to support vehicle upgrades, only £8 million was allocated, and this funding is ring-fenced for the hackney trade. Options are still being explored to support private hire drivers, and a consultation is underway to consider how the funds should be distributed.
The most recent data shows that 18% of Rochdale’s licensed vehicles are currently non-compliant, a drop from 26% in November 2024.
The emissions standard forms part of an investment-led approach to improve air quality. The strategy aims to avoid daily charges and instead focuses on vehicle upgrades and investment in zero-emission buses under the Bee Network.
Engagement is also planned to understand issues around out-of-area licensing and make licensing in Greater Manchester more attractive to drivers. A 12-week engagement campaign will involve trade representatives, officers and elected members.
The Licensing Committee has recommended the revised implementation date be taken to Cabinet for approval later in August.
